FlyCapture, the national fly tipping database is up, running
and helping the Environment Agency and local authorities catch fly-tippers.
Two ‘serial’ fly tipping trucks that have plagued local communities
by illegally dumping waste in public streets and fields were caught, confiscated
and crushed by the Environment Agency as a result of information from
FlyCapture. The trucks were responsible for at least 27 separate
incidences of fly tipping at a number of different sites across London,
costing council tax payers thousands in clear up costs.
FlyCapture alerted the Environment Agency to the fact that four
different local authorities across London were also seeking the same trucks
for fly tipping offences in their areas. The Environment Agency was then
able to work with Croydon, Lambeth, Wandsworth and Merton councils to
have the vehicles taken away from the owners and permanently put out of
action.
In these cases the vehicles were recognised but the driver was identified.
As a result the Environment Agency issued warrants to seize the vehicle
and attempt to find the owner. If the owner does not come forward the
vehicles will be sold or destroyed.
FlyCapture was set up in April 2004 with funding from Defra,
to help the Environment Agency and Local Authorities improve information
on the scale of fly tipping to help focus resources, target hot-spots
areas and identify trends in this growing crime.
When an incidence of fly tipping is reported the details are logged on
the FlyCapture database. This includes the location of the incident,
what was tipped and if available, the details of the vehicles involved.
As a result authorities using the database can see what neighbouring authorities
have been dealing with.
