Co-ordinated Region Against Fly Tipping

As the number of fly tipping incidents has increased over recent years the Environment Agency NW have been keen to assist local authorities address the issue.

The Central Area was one of the first to set up a Fly Tipping Forum which met on a 6-monthly basis to discuss issues and provide a networking opportunity for the local authority Enforcement Officers. This has been recognised as best practice by the Environment Agency and is being rolled out to other regions across England and Wales.

Over the period of time the project has been running the CRAFT name has been replaced by the Lancashire & North Merseyside Fly Tipping Forum or simply Fly Tipping Forum. During attempt to spread our good practice across a wider area the use of NiMBy or Not in MY Backyard has been adopted hence the domain name used here and at our online Forum.

Partner involvement

The Environment Agency, like so many other organisations, has realised that resources are not available to service all the things it would like to do. There is also a move to involve partner organisations where possible.

The Environment Agency NW Central Area have been working with the Lancashire Business Environment Association (Lancashire BEA) for a number of years. One example is the Sustainable Water Environment in Lancashire (SWEL) programme which is successfully addressing water issues across the County. When funding became available to take the Fly Tipping Forum to another level the Agency turned to the Lancashire BEA and the CRAFT programme was born. After 2 years of funding from the Environment Agency a successful application was made to the Business Resource Efficiency and Waste (BREW) programme funded by DEFRA through the North West Development Agency and managed in the north west by ENWORKS. From January 2006 the project is known as the Anti-Fly Tipping programme.

This part of the website is primarily for local authority personnel to use in their fight against illegally dumped waste. Members of the public may view these pages to see what efforts the authorities are going to in this fight.
